3.3.0开始自定义短语失效了

配置没变, 升级到3.3.0或3.3.1以后自定义短语(custom_phrase)就失效了, 只好回退到3.2.19再重新部署

重现步骤 / Steps to Reproduce

输入custom_phrase.txt中定义的短语, 候选栏中没有｡ 卸载3.3.x, 重装3.2.19并重新部署, 恢复正常
