Precursors

on pa11y:
- return to Mocha, which will also have the effect of (getting closer to) aligning testing setup: Return to Mocha pa11y#695
on pa11y-ci:
- regression testing which can be applied to both source and destination
  - this can be hosted in the pa11y-ci repo or elsewhere
  - existing tests may or may not already be sufficient, let's see
