'c:/stockAssessment/hake-data/Catches/quotas.csv' was not found and I had to move it from the previous year, this should be automatically updated using the numbers from PacFIN ☹️

I am pretty sure that I can pull all of this information from pacific-hake/data/further-tac-details.csv rather than storing it in two locations. Easiest option would be to create GitHub action that updates the csv when information is pushed to the further-tac-details.csv file. Then run the .R script to update the data object and open a pull request.
