Add a page with contact information

Add a new contact page building on https://github.com/pangeo-data/pangeo/blob/master/docs/contact.rst and Joe's suggestions from pangeo-data/pangeo#922 (comment):

This page needs to explicitly state how to contact pangeo for various cases including sponsorship inquires, security issues, or code of conduct violations.

They recently created a google group for emailing the steering council - pangeo-steering-council@numfocus.org.

I'm not sure we want to advertise that one publicly do we? If we own the pangeo.io domain can we just get something like contact@pangeo.io?

Probably. I know if we give NumFOCUS access to the domain that could setup a google workspace for us so that we can have a shared drive + whatever @pangeo.io emails we want.
