Update Rust Toolchain to 1.75 in CI Workflows #881

Description

The recent merge of paritytech/scale-info#211 has raised the minimum required Rust compiler version to 1.75. However, the parity-common repository's CI workflows currently use Rust 1.74, resulting in build failures and causing tests to fail, as seen in PR #878.

Proposed Solution

Update the Rust toolchain in the CI configuration files to use version 1.75 to align with the new dependency requirements introduced by scale-info.
