Architecture query: Enterprise e Services Application with Payload

I'm considering using payload CMS to build an E Services application where users can login, and depending on their access roles, certain forms will be available to them to fill, they can then fill up and avail these services. this is the basic gist of the application. however I'm not sure if i am to use the payload admin only for the staff UI and create a custom frontend for the e services portal that is client facing even though its access controlled. or am i to use the payload admin for both? sorry for the rather novice question. Hoping to get nudged in the right direction.
