bundle tables for SAFE #42

Devo requested the following tables because they are what is needed for him to make graphics and the like for the SAFE document:

spex projection tables,
decision tables, and
the table with the extended time series of estimated biomasses, recruitments, depletion and exploitation rates

I think we could make it automatic where the tables were bundled and zipped for each stock assessment document.

Linked to #78 as far as tables that are needed. These are probably better provided as .csv tables in a zipped folder.
