Allow to perform simple sanitation on a phenopacket:

replace obsolete HPO term IDs with the current IDs based on the provided ontology. Refuse to work if the provided ontology is older
remove phenotypic feature duplicates
remove ancestors of the present features and descendants of the excluded features
