[doc] Add caution that `control-plane-local` is a debug project #4

Since control-plane-local is a debug project defined in ControlPlane's Spec,
users cannot edit StaticAdmin, RBAC, etc. for the project.

I'd like to inform:

Why that happens
How to avoid it (Add another project on the owner page)
