Headline scrolls below top bar when using an anchor link as entrypoint to the page

When opening https://docs.pkp.sfu.ca/dev/contributors/#branches the headline is not visible and one wonders, if one followed the right path:

These viewports were taken in a browser session set to 150 % zoom on a display with large surface and pixel density (4K, 100% UI zoom).

Though the issue scales proportionally with the viewport, which has no effect on the observed regression.

This may well be worth a consideration together with #60, which is also about visual cues for where one is situated within the page and headline hierarchy.
