User Story

As user I want to externalise configurable values consumed by pallets so I can do changes on them.

Acceptance Criteria

store global configs
configs are used in other pallets
configs should be votable in a later step
configs are detached from runtime

Additional Information

example for a config: GameDAO treasury fee (currently 0.3% --> should be 2.5%)
