use at the home directory for configuration when pyproject doesn't have jupysql section

in #899, we added a feature that allows settings configuration in the home directory; however, one edge case we didn't cover is what to do if there is a pyproject.toml but that doesn't have a jupysql section, in such case, I think we should look into the home directory (#899 (comment))
