osu!mania scroll speed doesn't match the time given in settings in some custom skins

Bug description

Many mania skin's scroll speed is different from those "default" ones (slower in my case).
It seems like a issue from stable, and it will become kind of severe after lazer introduced "scroll time" for mania.
If it still exisets, it will make a huge misleading for mania players in lazer, especially those newbies who don't play/know stable.

You can get my skin Here to verify this issue in your device. It should be the same as the video in both Stable and Lazer.
I can't verify all mania skins (not to metion some of them use different skin styles in different key modes), so I only said some.
If there's a skin that perfectly allowed the scorll speed as official skin does, fell free to upload them. Comparing them maybe help devs solve this issue faster.

TLDR: under both "speed 31" (lazer shows that scroll time should be 370ms), my custom skin's scroll time is about 450ms.(not exactly because I counted frames in camera. In-game recording can be easily affected by other performance issues so I recorded it outside)
osu! argon(2022), osu! triangles(2017), and osu! classic(2013) are showing the right scroll time w/o issues, even after you modified it and add something on HUD/playfields.

If it's just due to skin having different metrics, I don't think we can / will make this match. You'll just have to ballpark.
