Direct link fine but can't use the download button

Hello,
I am using latest version on IIS+php5.6
listing of 30 files is slow but working.
I can click on direct link to view the pdf file, but when I click the download button I get the prompt are you sure?
But then I can the error cannot get to this page ...

getting same issue and same for delete button... all other work fine..

ive remove user on
`$readonly_users = array(

);`

but issue persist..
