protoc-3.20.0-osx-aarch_64.zip is not ARM binary but Intel binary #9723

I downloaded protoc-3.20.0-osx-aarch_64.zip. I thought it contains ARM binary but it contains Intel binary.

We are aware of this issue and working on fixing it, but it is being delayed by signing requirements. Follow #9397 for updates.
