Add tag section for workshop

Presently it tough to filter workshop based events that it took place.
We can add tags to help use filter workshop based on pre-defined tags like Pythonmonth, Local mini-conference runup.
Co-odrinator should be able to add tags for each workshop.
New Tags can only be added by Admin of site.
