Update Magma to 2.8.0 for CUDA 12 & Hopper support #1759

Current magma version of 2.6.1 was released back on July 12, 2021 😱

Magma 2.8.0 was just released, but more importantly:

2.7.1 - Feb 23, 2023 - added support for CUDA 12
2.7.0 - Nov 9, 2022 - added support for Hopper arch
Various bug fixes and performance improvements for latest architectures

I would take a look at doing this, but with the build patches, I'm not as confident how I would validate the changes properly
