In a GHES environment, the actions will live inside a GHEC environment and this marketplace repo will be forked there as well.
To load the action usages we need to look into a different environment (if even it has visibility to it...🤔 ).

In that case we want to run the Action Usages workflow against a different environment (and URL)!. Can we parameterize it?
