Util make_index method Issue #398

The following simple code doesn't seem to compile, when run at the latest versions of all the required packages.

IAC = {"SPY": 1}

portfolio = qs.utils.make_index(IAC)

I'm getting the following error:

"TypeError": unsupported operand type(s) for +: 'float' and 'str'
