[SURE-9626] Kustomize with remote resource does not work with Fleet

Current Behavior

Error while running post render on files: accumulating resources: accumulation err='accumulating resources from 'github.com/ansible/awx-operator/config/default?ref=2.18.0': 'github.com/ansible/awx-operator/config/default?ref=2.18.0' doesn't exist': no 'git' program on path: exec: "git": executable file not found in $PATH

Expected Behavior

As described here https://github.com/kubernetes-sigs/kustomize/blob/master/examples/remoteBuild.md, should be able to use the remote URL with fleet

Steps To Reproduce

1. Install latest rancher and create below git repository
2. gitrepo.yaml
