Configure severity of rules #371

I would like to be able to configure rules to give me a warning instead of an error and the other way around.

For example force_cast and force_try are today errors, I don't want them to be but I might not want to disable them.

Sounds like it might be a nice feature, and I think all the pieces are in place to implement this. Do you have any interest in contributing?
