in China, there is a scheme as https://en.wikipedia.org/wiki/Public_holidays_in_China#Weekend_shifting_scheme_(since_2014)
when in long vocation, Sunday may become workday.
IsWorkDay judge weekday before holiday.
it may not work for China

This kind of thing is what I was expecting BusinessCalendar.WorkdayFunc to be used for.
