senvcfg CSR doesn't show up in RVA22

I added version 1.11 to the S extension and the following to the senvcfg CSR (it was added in S 1.12):
definedBy:
allOf:
- name: S
version: ">=1.12"
- name: U

It should show up in RVA22 but it isn't. I have no idea why.
