sinopia fails to start if -c param not explicitly supplied

According to the documentation I should be able to just type "sinopia" and have the server start with the config file in the default location. When I try that I get:
C:\Users\10014788>sinopia
fatal --- cannot open config file undefined: Arguments to path.join must be str
ings

Running "sinopia -c ./config.yaml" works just fine.

I installed the latest version of sinopia yesterday.
