Allows e.g. notebooks to use the theming currently locked to specific locations (i.e. the scripts/ folder).

Possibly fixed by #2 by generating per-directory .proplotrc files.

make .proplotrc files programatically at run-time?
make .proplotrc files the default way to config by hand?
2-way sync? ... probably not.
