Describe the user story
Would be nice to be able to exclude specific project (directory) from the autoplanning without having to modify server-side configuration / maintaining atlantis.yaml.
Describe the solution you'd like
Atlantis could potentially check for a dummy .atlantis-ignore empty file placed in the project's directory and ignore that during running autoplan.
Describe the drawbacks of your solution
Not really sure if any.
Describe alternatives you've considered
Disabling autoplanning at all and programmatically creating atlantis.yaml in a pre-workflow-run, which is not ideal.

Should this really be closed? The previous issue relates to changing of the atalntis.yaml which is a much bigger ask. This is the addition of a file to help exclude repos from planning. While the request could be included in the original, that seems like it would take longer and require more to test over this feature request.
