I've a number of video clips from Door Surveylance Camera, which uses H265 encoder. VideoMotionDetector can't read these videos despite its description says H265 codec is supported. These clips play well in VLC, MPC-HC and old WMP, when HEVC codec is installed in Windows 11 64-bit. See clip sample attached.
