No metrics / milestones relating to project setup / sustainability as part of this area?

Ensure the project proceeds within the framework of the budget and according to administrative, financial, and legal principles defined by NSF
Do you need to explicitly mention "efficient reallocation of budget" as part of this? A key challenge has always been that the budget split in the proposal doesn't match what you'll need as the project gets running, and there needs to be a way of moving budget between categories and between partners and contractors.

Project Management Team
I was a little confused about how this upper-level team links to the diagrams for each activity team. Where, for instance, does the Director of Policy sit in this diagram? Are they a Co-PI or a Senior Personnel. It is mentioned that they are not budgeted as part of the Policy team, but they are also not explicitly budgeted in this section.

Risk Management
There's a potential additional risk which is around balancing project-style activities vs service-style activities. This can cause issues with effort planning of institutes of this size.

Risks - Low impact on community building and community growth
There are a number of other potential risks here e.g choice of communities to engage with are not at the right point in their lifecycle / do not have sufficient effort to engage, community impact is affected by community politics, etc
