Bug description

This has been happening fairly often where I dont receive a Signal call despite someone trying to call me. It rings on their end, but I never get it. They then send me a message which goes through, and then I'm able to receive their call. This has happened at least five times over the past month. I'm attaching the debug logs from both the Caller and Recipient. It seems like the issue is on the recipient side where Signal does dark until the phone call kicks it to reconnect to the network.

Both Caller and Recipient are in the same timezone. The Caller initiated the call at 2024-11-27 20:58:11.586, but there's no activity on the recipient side due to a connection timeout. The recipient phone was not idle since a Cellular call was made at 20:00, anecdotally

You don't happen to use DuckDuckGo's App Tracking Protection VPN do you? I've seen that cause this issue.

@shamas- there's no VPN being used for both caller and recipient
