Bug description

When Play Services is missing, apps that use it tend to trigger a relevant notification.
These notifications can typically be disabled with an apparently-uniform notification setting item named "Google Play services availability" (sample screenshot below).

Signal doesn't have this notification setting item as far as I can tell, so there's no way to disable it.

And if it's related to #12858 (Signal's push mode is set during install or registration, and not dynamically), then perhaps the notification should lead to a detailed explanation.
