My bad. Was running two copies of the client simultaneously. And sorry for not following the template.

That's interesting. I just hit this on 6.37.0 on Linux - symptoms sounded similar to #6393 (comment)

It turned out through ps aux I could see a second signal-desktop process running with --use-tray-icon --no-sandbox. I have no tray, I wasn't aware signal could minimize to a tray, and I wasn't aware there was a second instance running. Killing all instances of signal-desktop and restarting fixed the issue.

Could it be a bug that there were two copies of signal running in the first place, shouldn't they find each other?
