EPIC: Empower community members to be more involved in Silverstripe CMS OSS

Currently the CMS Squad and Core Committers are the only people with permissions and confidence to do things like triage issues/PRs and review/merge PRs.

We want to empower the community to have a more active role in the development of Silverstripe CMS, and this necessarily means loosening our grip on the reins a little so that community members have an opportunity to perform those actions.

Issues

• Document new community roles and any rules/guidelines that apply to them #142

• Perform a risk analysis on the process for the new community roles #144
• Create a project board for tracking community PR review progress #155
