Describe the change being requested
Add the notion of participation guidelines - https://www.software.ac.uk/cw21/participation-guidelines

State the reason for the change
They formed a useful bundle and covered new areas such as IP

Describe the impact of the change on other parts of the SSI-EOG
Will have to re-factor where CoC was mentioned on it's own

Describe any alternatives you have considered (if applicable)
Mention all the policies individually - but they do go well together
