Describe the bug

Given a Cody Chat is open in VS Code.

When trying to feed Cody a URL to current library documentation, Cody doesn't seem to be able to parse the @ symbol. URLs without the at symbol are properly resolved

Expected behavior

Adding a URL displays a resolved title and chip element in the prompt field.

This also happens with anchor links in the URL (which you're probably aware of because you mentioned special characters, but just in case).
