Currently the server needs to be restarted when a new resource is added or changed.

We want to be able to reload config settings without restart.

Could be done by adding an API-endpoint /reload that only works for admins. If a JWT is given it should be: "scop.other.karp-app == 100 and also it should be integrated into the API key solution, since the reload will probably be done by the CLI when something changes.
