Delegation Pools are a feature of SMTs. Document them here, and determine the best place.

What does a delegation pool represent? (a fixed amount of an SMT? STEEM? SP?)
Who owns a delegation pool?
How many delegation pools can exist, and in what context?
What do delegation pools "do" by default?

How are delegation pools represented on the blockchain?
