I like where your thinking is going but wonder if these aren't independent plugins with a multi-network dependency. Not everyone who uses multi-network would necessarily want these features.
Since you've opened the conversation, what features can you imagine a separate admin panel would provide that isn't already in the Network Admin?
My English is not well But still I am trying to describe. 1. First of all simple wp main network has two type of admin 1- Super admin, who can manage whole network and 2.- admin per site, who can manage only his site.
But in wp multi netwok plugin we shoud have 3 admins. 1- super admin (admin off all networks) 2.- sub network admin (admin of only sub network) 3. admin of site (admin of only site)
so we also need network admin panel by which we will manage sub network admins and sub networks
2 wordpress default network has a # form for website registration. In the same way we also need network registration form for sub network admin (which i have described)
3 By separate network admin panel we will open the way for 'multi network only plugins' as 'network only plugins'.
By adding network registration form, we can convert multi network plugin in to wordpress reseller system.
