Add WCS solution to raw SCI OBA images if not present in astrometry module

The CookieCutter expects the image file to have a WCS in the header (which is sensible given its use case). This may technically not be true in the OBA if the astrometry originally failed and we rerun w/ the OBA astrometry module, so we should add it to the (copied) raw SCI image header for the future cookie-cutting step.
