Don't log queue processing failures as ERROR #19

In the moment we log queue processsing failures as ERROR.

I think this is wrong from a standpoint that an ERROR is something that was going wrong in the code flow.

This should be an INFO because its an expected scenario, when the queue processing failed and queue will retry.
