Expected Behavior

Generated/provided tokens with % symbols should run without issues

Current Behavior

Agents fail to start with a systemd message like 'failed to resolve unit specifiers invalid slot'

Steps to Reproduce

Have a fix, not sure I can provide a repro without giving private token

Context (variables)

Operating system: Debian

Hardware: VMs
