v1.23.0 has been released. Terraform 0.11 users can use it. Similar functionality for Terraform 0.12 will be released soon. |

According to issue #79, I add
volume_tagsin output.tf.Additionally, I add a same naming policy on
volume_tags.I think Issue #60 should be solved by some other effective ways so I don't use the workaround in here. Maybe we can have further discussion.
