This task involves writing a how-to guide for standing up a glossary web service and processes around it.
It includes topics such as:

Install software (based on Glossarist?)
Identifying upstream glossaries to bulk load terms from.
Selecting which terms to load from these upstream glossaries.
Selecting, and possibly customizing management processes.
- Selecting and maintaining a project steering committee.
- Process to follow for accepting and updating a term.
