Try fixing restart of frequency detection

This is a test version to try fixing the restart of frequency detection in some cases.

Add sensitivity option

Replace "signal strength" and "max noise" options with a "sensitivity" option, which allows the user to choose how sensitive the tuner reacts to signals.

Reduce arbitrary jumping around - RC1

• Option to stop tuning, when the signal strength is not high enough
• Minor improvements for more reliable tone detection in some rare cases.
