Update to latest .net core framework

Can you update your solutions to the latest .net core?

Hello @HaiyanDu7!

Since I haven't been active in the .net core community for the past 8 months or so, I have no idea what's changed. I'd have to first look up the documentation for the upgrade paths, which I don't have time right now.

However, I guess it shouldn't be too complicated to upgrade the project since the common APIs are pretty consolidated right now, but I can't guarantee anything.

PR are welcome, though! 😄
