This comes from #5430 and #6094, which were developed in parallel but not integrated.

Should also integrate the minor tick settings.

Additionally, several legend arguments appear missing in theme_sub_legend() and I'm becoming convinced that we should have separate helpers for the legend box and the legend itself.
