hms difftime time vectors don't show seconds, but do show subseconds

Note that the "30 seconds" component is missing from the display:

> pillar::pillar(hms::hms(hours=10, minutes=20, seconds=30.555))
<time>   
10:20.555

Expected output:
10:20:30.555
