The ability to output charts to SVG for print use

  • number of columns needs to be specified
  • height needs to be specified
  • more details to be collected from Jenny Holly (ST) and Matt Swift (TT)

I'm going to close this because these are mostly taken care of. I've added Jeremy's styles as a new config in 11a41ca, only thing remaining is to fix #42 (dependent upon c3js/c3#895).

Reopening because of recent work to make this better for The Times, notably adding presets and better title options.
