For now, you need to setup frequency percentage and suchlike things that is not convenient at all. As it seems windows have an option to set up a target frequency directly, without percentage.
There is one problem, we're know the minimum frequency (obviously that is zero), but we're don't know the max frequency for every CPU's. So, it can be infinity as minimal valuable solution, but it's sound not very good. I think there is an option to know max frequency, but it's the thing that should be researched.
