Bill similarity not finding bills earlier than 116th. Check that bills from 111 to 115 are indexed in ES #584

Only identifies related bills for the 117th and 116th congresses. Does not go back further. (Should go back to 111th). Missing titles include, e.g. for 115th, HR 4631 and S. 3438
