Allow down-grade from family to individual status

Currently it is difficult to down-grade from family to individual status. It is not possible to remove the family flag from the person entry page as long as there is at least one connected membership marked as family. The only way is to remove all membership specific family flags. This is tedious and leads to a wrong history of memberships.
